The drainage of several homes in <br /> the area cause a ponding effect which results in wet basements, as <br /> well as a potential loss of life. <br /> Last month we had a severe rain which caused water to flood 3 feet <br /> deep. Children were out in our back yard with a canoe. I can <br /> recall this same thing happened in a neighborhood I rented in, a <br /> number of years ago. A 3 year old child drowned as a result of <br /> high water due to a heavy rain. There is also an electrical <br /> problem. I use 3 pumps which are run by electricity. A child <br /> could be electrocuted it they picked up the pump along with the <br /> . electrical cord and submerged it in the water. I'm sure everyone <br /> would have a different view of this project ita child WaS killed. <br /> My position on the Storm Sewer Project is that it should proceed, <br /> and the City should fully fund the project. Wally Bauer contends <br /> the City advised him this was a buildable lot. The City of Arden <br /> Hills erred in this decision. The correct way would have been to <br /> instruct the contractor to install a proper drainage system before <br /> construction of the new house began. I therefore recommend the <br /> City of Arden Hills fund the. entire Project and ask for a <br /> contribution from Wally Bauer. If an outside firm was used to <br /> determine if the McGuire Property had a buildable lot with no water <br /> problems, I also recommend they contribute, as they would have <br /> coverage under their errors and omissions insurance. <br /> I will be happy to work with the City in negotiating a settlement <br /> with both parties on this matter. <br /> Sincerely, <br /> IJ teL< ;.J l;Lo (r'-'\ <br /> Dale H.
