Mulcahy <br /> 3530 Siems Court <br /> DATE: October 121 1993 <br /> This memo supplaments the Written Objections to Special <br /> Assessment which my neighbors and I have jointly submitted to the <br /> Council. <br /> . I have lived in my house for over 25 years. I have not <br /> altered the natural, historic flow of water from my property. The <br /> right of a property owner to die charge eurface water over the <br /> natural contours of his land onto lower land is guaranteed under <br /> I'1innesota law. There is a full explanation of this principle in <br /> our Written Objections. <br /> Clearly, I am not benefitted by way of any increase in the <br /> value of my property by the proposed drainage proj ect . please <br /> refer to the expert opinion of Mrs. Evie Kiene-Dunn. <br /> No assessment of my property can be fairly justified or <br /> supported. <br /> The continued consideration of this assessment on my property <br /> has the effect of diminishing, certainly not enr~ncing, the value <br /> of my property. <br /> Thank you for your cons ideration of our obj actions and <br /> requested relief.
