The Commission requested submission of a <br /> fonnal landscaping plan, existing =nditions plan, a grac:li.n;J, drainage, <br /> erosion =ntrol and irrigation plan. These plans have J:een subnitted and <br /> reviewed by staff. <br /> Iandscaping <br /> In regards to landscape s=eening the college has addressed these concerns in <br /> the area of the athletic fields and maintenance facility. In the area of the <br /> maintenance builc:li.n;J a berm of approximately 60 feet in length will be <br /> . =nstructed with five CXlttonwood planted on and adjacent to the berm. West of <br /> this berm, five willow trees are proposed to further s=een the builc:li.n;J and <br /> shed frOl\\ neighOOrs to the south. <br /> In the area of the football fields a number of plantings are proposed. to <br /> further scr-een this site. It is proposed that this planting be grouped to <br /> present a more naturalized affect. These plantings include the following <br /> clusters; 12 scotch pine, 3 colorado blue spruce, 15 amur maple and in a <br /> separate cluster further to the south; 12 russian olive, and 16 amur maple. <br /> As these plantings have some encroachment into the existing easements, they <br /> have not been finalized. The College is in the process of =ntacting NSP and <br /> the railroad about R.O.W. issues. <br /> The Planning Conunission had also questioned staff in regards to Section VI, E, <br /> 4, i of the Zoning Ordinance. The 60% opacity shall apply to this case. <br /> Based on the location of a fence along this south property line and the <br /> proposed. plantings, staff believes that Bethel has met this requirement. <br /> Drainage <br /> The applicant has submitted the documentation requested by the Planning <br /> Commission. Rice Creek Watershed has reviewed the final plans and has <br /> approved them as subnitted. Staff found no other areas of =ncern. <br /> In SlnlIITary, the applicant has submitted the required documentation and <br /> addressed the =ncerns of the Planning Conunission. Staff would once again <br /> . recommend approval of the amendment subject to the included documentation. <br />
