After a lengthy discussion, the City Council agreed by <br /> consensus to the turnback of the roadways outlined in the functional consolidation study given <br /> the following proposed conditions: <br /> 1. On any of the roadways proposed to be turned back from Ramsey County to the City <br /> . of Arden Hills, the City could undertake a reconstruction of the roadway to meet <br /> current State Aid standards. If a reconstruction project were undertaken, Ramsey <br /> County would agree to participate in the cost of construction in accordance with their <br /> current funding participation policy, including the cost of design and construction <br /> engineering. <br /> 2. Ramsey County would allow the City of Arden Hills a lO-year period within which <br /> time the City could undertake the reconstruction of any or all roads to be turned back. <br /> At the end of the 1O-year period of time, any roadways which are scheduled for <br /> turn back and have not been reconstructed would be brought to level 90 at the <br /> County's expense and then turned back to the City. <br /> 3. The City of Arden Hills would agree to take on the long term maintenance and <br /> operation of the roads scheduled to be turned back at one of three trigger points. It <br /> would be as follows: <br /> a. At the completion of a reconstruction project. <br /> b. At the point in time that the State Aid system allows additional mileage to the <br /> City of Arden Hills for the purpose of putting all turnback roads on the City's <br /> Municipal State Aid system. <br /> c. At the end of the 1O-year window of opportunity when the roads are brought <br /> . to level 90. <br />
