A 3.1% overall in=ease for water <br /> rates is recormnended. <br /> Sanitary sewer rate - Based on a 2% flow in=ease costs are <br /> anticipated to in=ease 1. 5%; personnel services are expected to <br /> increase 2%; miscellaneous costs are anticipated to increase 3%. <br /> .
