The following members were present: <br /> FfanrROlmes, Chuck Mertensotto, Sandt'a Shrewsbury and Carl Rundquist. Also <br /> pres nt was City Accountant Terry Post. The minutes of the October meeting <br /> were approved. <br /> City IAccountanc/Treasurer's Report: <br /> Ter~ Post reviewed staffing changes, investment of funds to secure higher <br /> inte~est races, financing of new public buildings, and water and sewer <br /> rgte~. The city is now receiving 4-5% recurn versus money market rates. <br /> St. ~sul water rates will increase 3.4% in 1994 while metro waste control <br /> rate~ will stay flat. Sewer rates will however be affected by the higher <br /> rain all we have had in the past year. "Dry" years mean less infiltration <br /> intoJsewer system and chus lower sewer processin rates. <br /> Fina cial Reports Subcommittee: <br /> Ucil~cy Rates: The committee heard that St. Paul plans a 3.38 % increase <br /> in t~e rates they charge custo~ers such as Arden Hills. The committee <br /> rece~ved a motion frOm Fran Holmes that the finance committee recommend <br /> to ttie City Council that water rates to all users increase 3.5 %. This <br />. incr~ase is recommended because the cost basis of water will increase <br /> 3.38 1% accordi.ng to the recommendacion of tha St. Paul Board of Water <br /> Comm4ssion. Additional overhead costs are also anticipatad. This move <br /> was iecondad by Carl Rundquist and unaminously approved by all committae <br /> members present. <br /> , <br /> Sewe~ Rates: Anticipating a 3% inflation for labor and maintenance costs <br /> pIus Ian upward increasa in matro was,s control costs (infiltration of <br /> wacer from runoff into the sewer system), Carl Rundquist made a move: <br /> The ~inance Committe recommend to the City Council a increasa in sewer <br /> rsteiof 3.5 % for residential (including senior cicizens) and commercial <br /> usar~ of the city system. The move was secondad by Sandy Shrewsbury <br /> arid ~as unaminously approved by all committee members. <br /> I <br /> Othe~ Businass: <br /> me city council wanted the finance committee to meet with the~ to discuss <br /> , ' <br /> w~thithem present and future plans for tha committee. Chuck Martensotco <br /> asnd:Tom Steele were volunteered to attend that session on November 18, <br /> 1993i Activities co be discussed: fire department budgating process <br /> improvement, citizen complaint on increased water rates and alcernatives, <br /> modeling utility rates, citizen free labor and involvement on cicy projects, <br /> etc. I Futura issues needing work: city hall, public works building, capcial <br /> budgJting process, citizen inpuc in budgeting process before truth-in- <br /> taxation, joint committee meetings, rotation of members into other committees, <br /> rotaJion of council liaison to finance committee, etc. <br /> I <br /> t <br /> N~xt]Meeting: Bring food to share for holiday gathering and send off of <br />.
