We asked <br />you and the council members to consider our views on the surface <br />water runoff utility fee. This was our appeal to the surface water <br />runoff fees voted on by the council earlier this year. <br /> <br />My name and number were on the letter. I have received no response <br />to the surface water runoff fee charged for townhouses in Arden <br />Hills. Our business manager did get a phone call from Terry Post, <br />who is an accountant for the city, stating that this is the way it <br />. is done in Roseville. <br /> <br />Roseville has no townhome communities in Roseville that are as low <br />density as ours. We have less than 5 homes per acre, the average <br />home size is considerably smaller than the neighboring single <br />family homes, our shared driveways have less paving per acre than <br />single family homes, and we already have four privately owned ponds <br />for retaining rain water. We do have private roadways that are <br />paved but, if we were single family units, the roadway acreage <br />would be subtracted from the formula. <br /> <br />Do we pay city engineers to determine what Arden Hills should do by <br />calling up Roseville? The townhouses in my community are being <br />charged 77% more than families in single family homes. We do not <br />have the time and money to make an appeal as outlined in your <br />ordinance concerning these charges. It is plain to see if the <br />engineers or someone on the council would take the time to look. <br />I would be glad to show you and/or other members of the board what <br />I am talking about. <br /> <br />I have lived in my home for 16 years. This fee schedule is of <br />particular concern to me because townhome residents are a minority <br />in this community. I can't help but think this would not happen if <br />we were a larger, more vocal group. It also bothers me that the <br />townhomes have a higher percentage of people on fixed incomes, <br />single parent households and lower income families - yet we are <br />. asked to pay more than other city residents. <br />
