. . 5) Request to approve Resolution #93-72 - to study the best approach to builcli.rg inspection services with Arden Hills and other neighborim cities - The city of New Brighton is subnittim an application to study the potential of sharim roilcli.rg inspection services. While Arden Hills has been happy with our part-t:i1ne services thus far, a study would be beneficial to ensure this is the best approach. There is no conunitment for Arden Hills to =ntribute =sts or mat:chin:J funds/t:i1ne. It is reccmnnended that Council approve the attached Resolution. 6) Legislature mandates - 'Ihroughout the years, cities and =ties have been required by the Legislature to fulfill certain requirements, hCllNever additional funding has not been a part of the mandate. The league of Minnesota cities is asking us to =nsider a resolution which will be used to sen::l a message to the 1994 Legislature that unfunded mandates create additional tax burden on the taxpayers. 7) Durim the budget plannim and Truth-in-Taxation hearim, a 2% salary range adjustment for 1994 was planned. last year, union negotiations continued until later in the year which caused us to delay a general non-union increase to the salary chart. However , an increase effective January 1, 1994 is proposed because 1994 is presentim a different array of circumstances: . A metro wide updated job evaluation is due for distribution within a short t:i1ne this year (1994). Review and comparisons to Arden Hills positions may present changes neces''''ry with resultim salary changes; . . A market study is a part of this update which may also result in changes; . 'Ihe 1994 budget is tight; . Administratively, this provides less t:i1ne spent on payroll proc:essim when corrpleted on a t:i1nely basis. It is reccmnnended that council approve Resolution #93-73, approvim a 2% general increase to non union errployees effective January 1, 1994. III. Updates: 1) Government Innovation and Cooperation Grant - Feasibility study and Joint Powers Agreement - Combined City Hall and Public Works facilities. The Joint Government Cooperation Grant has been approved to go to Phase II. This planning grant of $50,000 requires $25, 000 mat:chin:J in kind services from Arden Hills. 'Ihe total revenue will require $25,000 each from Ramsey County, Arden Hills and the Army National Guard with $50,000 from the state Grant for a total of $125,000. 2) Ryder - For your information, enclosed is a copy of a petition circulated by neighbors regarding Ryder. 'Ihe wrong date was given for the Planning rneetim. The neighborhood representative has been notified of the co=ect date (January 5, 1994). 3) A reminder that appointments will be needed for the Planning Commission and Hunan Rights Commission O1airpersons. Attached for your review is a listim of members who have confinned their . intention to serve on their respective Committee in 1994.
