While Arden Hills has been happy with our part-t:i1ne <br /> services thus far, a study would be beneficial to ensure this is <br /> the best approach. There is no conunitment for Arden Hills to <br /> =ntribute =sts or mat:chin:J funds/t:i1ne. It is reccmnnended that <br /> Council approve the attached Resolution. <br /> 6) Legislature mandates - 'Ihroughout the years, cities and =ties <br /> have been required by the Legislature to fulfill certain <br /> requirements, hCllNever additional funding has not been a part of <br /> the mandate. The league of Minnesota cities is asking us to <br /> =nsider a resolution which will be used to sen::l a message to the <br /> 1994 Legislature that unfunded mandates create additional tax <br /> burden on the taxpayers. <br /> 7) Durim the budget plannim and Truth-in-Taxation hearim, a 2% <br /> salary range adjustment for 1994 was planned. last year, union <br /> negotiations continued until later in the year which caused us to <br /> delay a general non-union increase to the salary chart. However , <br /> an increase effective January 1, 1994 is proposed because 1994 is <br /> presentim a different array of circumstances: <br /> . A metro wide updated job evaluation is due for distribution <br /> within a short t:i1ne this year (1994). Review and <br /> comparisons to Arden Hills positions may present changes <br /> neces''''ry with resultim salary changes; <br /> . . A market study is a part of this update which may also <br /> result in changes; <br /> . 'Ihe 1994 budget is tight; <br /> . Administratively, this provides less t:i1ne spent on payroll <br /> proc:essim when corrpleted on a t:i1nely basis. <br /> It is reccmnnended that council approve Resolution #93-73, <br /> approvim a 2% general increase to non union errployees effective <br /> January 1, 1994. <br /> III. Updates: <br /> 1) Government Innovation and Cooperation Grant - Feasibility study <br /> and Joint Powers Agreement - Combined City Hall and Public Works <br /> facilities. The Joint Government Cooperation Grant has been <br /> approved to go to Phase II. This planning grant of $50,000 <br /> requires $25, 000 mat:chin:J in kind services from Arden Hills. 'Ihe <br /> total revenue will require $25,000 each from Ramsey County, Arden <br /> Hills and the Army National Guard with $50,000 from the state <br /> Grant for a total of $125,000. <br /> 2) Ryder - For your information, enclosed is a copy of a petition <br /> circulated by neighbors regarding Ryder. 'Ihe wrong date was given <br /> for the Planning rneetim. The neighborhood representative has <br /> been notified of the co=ect date (January 5, 1994). <br /> 3) A reminder that appointments will be needed for the Planning <br /> Commission and Hunan Rights Commission O1airpersons. Attached for <br /> your review is a listim of members who have confinned their <br /> . intention to serve on their respective Committee in 1994. <br />
