In a recent conversation with Jane Larson, who has <br /> represented this group, she indicated that the hareo.vners are still <br /> concemed aJ::out the way the rates were established. It appears the <br /> appeal is based !!'Ore on the density of hares and total land area, rather <br /> than water TIm-off and soil types. Ms. Larson also stated there should <br /> perhaps be a different rate established for each the south and the north <br /> portions of the developrent. <br /> Staff has reviewed the existing assessrrents and had determined that the <br /> fees are appropriate according to the =rent ordinance. <br /> . Staff had also reviewed the storm sewer system located within the <br /> Townhouse Association property. There are detention ponds l=ated on <br /> site that serve as terrporary storage sites. The water flows through <br /> these ponds by a series of storm sewer pipes. It is also the opinion of <br /> staff that 20%' of the storm water :run-off is not retained on the <br /> 'I'aNnhouse property. The soil is a hard packed clay causing water to <br /> TIm-off ve:ry quickly and into the storm sewer system or onto adjacent <br /> properties. <br /> DK:to <br /> . <br />
