Dan Winkle suggested that I send materials in <br /> advance of the city council meeting on January 20, 1994. I have <br /> enclosed materials we have prepared for your review. Dan Winkel <br /> has been given an aerial photograph and plat map to aid in the <br /> discussion of this issue. <br /> The Townhouse Villages of Arden Hills and Arden Hills North Homes <br /> Associations include 306 homeowners. We understand the necessity <br /> of efforts to improve the quality of life through management of <br /> . water runoff. However, the relative fairness of the levied fees <br /> among homeowners must be addressed. The fee structure was <br /> developed to establish various rates for each type of zoning <br /> classification according to the estimated amount of runoff <br /> contributed to the collection system. We feel the rate for <br /> townhomes (R-3) is excessive. For example: <br /> 1. The charges which are currently being levied in Arden <br /> Hills on single family detached dwellings (R-1) <br /> compared to single family attached dwellings, such as <br /> townhouses (R-3), is high when compared to other <br /> communities. In New Brighton, the same developer of our <br /> town home communities built Windsor Green and Brighton <br /> Square which are classified as R-2. The proposed rate <br /> in this neighboring community is $12.55jacre for <br /> townhomes compared to $32.48jacre for townhomes in <br /> Arden Hills. See the attachment entitled 'utility Cost <br /> Comparison by Community'. <br /> 2. Townhome prbperty (R-3) in Arden Hills is charged <br /> $32.48jacre, more than twice the amount charged per <br /> acre for single family and two family dwellings (R-1 <br /> and R-2). Based on our estimates, this does not appear <br /> to be proportional to the runoff produced in the <br /> townhouse community. We have calculated the area of <br /> . land covered by buildings and paved area in our <br /> townhouse community as approximately 30% of the total <br /> land area compared to 21% for a similar sized detached <br />
