He asked which areas are the priority and sheuld have <br /> the Planning Crnmission's primary attention. <br /> Mr. Fritsinger stated the Strategic Planning Meeting, to establish <br /> primary goals and how they fit into the City's goals, is set for May 2. <br /> He mentioned storm water rrenagement needs to be addressed within the <br /> next year and the oanprehensive plan arrended to incorporate the changes. <br /> Mr. Carlson asked the possibility of implernenting a plan with the Coilllty <br /> to turn Coilllty Road F to the City without having to incur all of the <br /> repaving oosts. <br /> Mr. Fritsinger stated he spoke with Dan Winkel, and the City wants the <br /> County to upgrade the road. The Coilllty'S current plan is to overlay the <br /> road and turn the road over to the City. <br /> Councilrrember Hicks stated discussions to turn over the road, in <br /> reasonable condition for the City to maintain the road at minimum cost, <br /> are in progress between the City and Ramsey Coilllty. The Coilllty is <br />. interested in turning over scxre of the roads to the City as part of a <br /> trade off. <br /> RICE CFJ;!I;!I( WATERSHED DISTRIcr <br /> Brian Fritsinger explained the process and purpose of Rice Creek <br /> Watershed District and its relationship within the City. Typically <br /> cities canplete a concept review prior to taking any formal action and <br /> then send it to Rice Creek Watershed District for review. The plans <br /> would then care back to the City including any ccmrents f=n Rice Creek <br /> Watershed District. Mr. Fritsinger stated the City has no fomal <br /> concept review plan. <br /> Mr. Fritsinger stated in going through old case files, the City Council <br /> has typically reviewed the plans before Rice Creek Watershed District <br /> and any approval by the City Coilllcil has been made contingent upon Rice <br /> Creek Watershed District's review and approval. In the future staff <br /> will require an applicant to sul:mit its plans to Rice Cree Watershed <br /> District before a review by the Planning Crnmission. <br /> Chair Winiecki asked if in this process Rice Creek Watershed District <br /> would find a problem, how w:JUld the City respond. <br />. <br />
