Animal Control Update - Attached is a draft copy of the proposed <br /> ordinance changes am additions to the =ent City ordinance Olapter <br /> #5. These changes have not been yet reviewej by legal counsel. The <br /> major issues to be rJi"""'~sed are: tightening the restrictions on clogs <br /> running at large am habitual howling and bark.in;J; adding a special <br /> section on cats which would require licensure am discourage running at <br /> large; new language under Division 4 Kennels; am adding a section for <br /> exotic animals. Brian and Rick Ruzicka will be available at the <br /> worksession for questions am camments. <br /> . II. Transient Merchants - Attached is a draft copy of the proposed ordinance <br /> changes am additions to the =ent city Ordinance C1apter #18. The <br /> ordinance has not yet been reviewed by legal counsel. The major changes <br /> are: Registration will be required for everyone, and the application <br /> will include a photograph of salesperson and background check; This <br /> draft includes a fee, however, the city attorney has in the past <br /> indicated that charging a fee is unreasonable; a three day waiting <br /> period for administrative approval with a 30 day maximum length of <br /> duration on the pennit; am to include hours of operation from 9:00 am <br /> to 7:00 pm with no SUnday solicitation. This ordinance proposed would <br /> allow b:>th for-profit am non-profit. <br /> III. Everest Group - Everest is =ently preparing a proposal for the <br /> Gateway Business District. The city can anticipate receiving it <br /> shortly, however, probably not before the February 17 worksession date. <br /> From discussions with Everest, the details of the proposal are <br /> anticipated to include a number of issues which are related to the <br /> issuance of b:>nds. While the fomal proposal is unavailable at this <br /> time, staff would like to briefly discuss the issues. <br /> IV. Committee/Commission review of structure and guidelines - Be prepared to <br /> present your Committee's goals and mission statement in draft fom. <br /> V. Review am update of 1994 policing needs and alternatives - See <br /> Administrator I s rnem:> attached outlinin;J the issues that nee:! to be <br /> addressed am discussed. <br /> - VI.
