<br />Minutes Page 6 02/02/94 . <br />addition of Mr. Fritsinger will help the City in these <br />development efforts. <br />LEXINGTON AVENUE STUDY <br />Mr. Fritsinger presented the Lexington Avenue Area Study <br />with the background on the Roberts development curb cut <br />request for the Zeos building, This request was originally <br />tabled by City Council for additional reyiew by the Planning <br />Commission. He thought the original study's intent was for <br />redeyelopment, but no action has been undertaken since the <br />study's completion. Mr. Fritsinger recalled at the time the <br />curb cut request was reyiewed, Councilmember Probst stated <br />being worried about the businesses operating in the <br />building; the City's long term goals were not being <br />considered by allowing the Packaging Store to locate here. <br />There was a difference in the issues which occurred in the <br />past and the issues taking place now; ie: Cub trying to <br />deyelop adjacent to Target. Mr. Fritsinger indicated <br />several options exist for reconsidering this study and the <br />recent request. This could include a joint meeting with <br />Shoreview and Arden Hills to discuss traffic. Ramsey County <br />has stated medians will eventually go in on Lexington <br />Avenue, but it was unclear when and what the City's current . <br />options are. <br />Mr. McGraw thought a frontage road could be inserted and <br />there could be an outlet from the filling station. Dunlap <br />is another option, and the traffic circle is adequate. He <br />stated we should wait to see what comes to the area before <br />we change the roads since the roads and sewers will change <br />with any proposal. <br />Mr. Rye stated if a controlled access is desired, it will <br />have to come off of Grey Fox Road and then a dead end road <br />be located in front of the railroad tracks. <br />Mr. McGraw replied to plan any road would be futile since <br />the property is empty and any planning of the roads would <br />make more sense when a business is interested. <br />Mr. Fritsinger thought a debate would be helpful to <br />brainstorm ideas. <br />Chair Winiecki asked the commission to moye towards a <br />consensus to send to the City Council. <br />Mr. Rye stated an access to County Rd E, rather than cutting <br />across Snelling Ayenue, would help ease traffic. There <br />should also be better signage. . <br />
