I have tried to incorporate those <br /> issues identified by our legal counsel and those we have discussed. <br /> The key ccnponents of this proposed a.rren.drrent include: <br /> 1. Cefinitions - Now include peddler, solicitor and transient <br /> rrerchant. <br /> 2. Exerrotions - For selle..-rs of farm and garden products, non-profit <br /> organizations and conmunity events. <br />. 3. Reaistration - Required for evexyone, application includes <br /> photograph of salesperson and criminal background check. While <br /> l'tr. Miller's memo indicated "that a fee is unreasonable all of our <br /> neighboring cities include a fee. This draft includes a fee, but <br /> I have been told by several other cities that any fee is illegal. <br /> 4. Miscellanecus - Three day wait. Administratiye approval. 30 day <br /> ITBXirrum length of duration on permit. <br /> 5. Hcurs of OPeration - 9;00 a.m. to 7;00 p.m. No SUndays. <br /> The proposed ordinance changes seyeral items. In the past, the City did <br /> not allow any for-profit soliciting, This ordinance Mluld allow l:oth <br /> for-profit and non-profit, but it Mluld not require a fee for non- <br /> profit, Mr. Miller has indicated that docr-to-docr solicitation can not <br /> be prohibited. <br /> I have also been told by a least tMl other cities the City does haye the <br /> ability to not allow any actiyity.
