As requested, we have completed a brief analysis of the options available for sanitary sewer
service to the TCAAP site. Attached is a brief report summarizing our findings. It appears
5~R~'C~~A, clear from our analysis that the proposed interim sewer solution to construct an interceptor
from TCAAP to Mounds View is not only the best short term solution, but also the best long
.s',y,"c term alternative for the future redevelopment of the TCAAP property.
,,'..," ,,~v
~,~~,F"'~ Our discussions with MWCC staff indicate that the interceptor serving the TCAAP property
does, in fact, meet their criteria for a Metropolitan interceptor. There is the potential that
i?J},s~:;r4 ;~~' they could take the interceptor over in its current configuration of 21 -inch diameter pipe
designed to serve TCAAP for the short term. There is also the potential for the City to over-
size the line at this time to provide capacity for the future redevelopment of the property.
It is questionable whether MWCC would reimburse the City of Arden Hills for the over-
sizing cost at this time, since there is no definite time frame for the redevelopment of the
TCAAP property and the utilization of this extra capacity.
We would recommend that the City of Arden Hills let the U.S. Army construct the
interceptor as proposed. After construction, the Metropolitan Council and the MWCC
should be requested to take over ownership of the interceptor. If this can be accomplished
1326 Energy Pork Drive at the present time, the interceptor would be available for future redevelopment of the
St. Po;l, MN 55108 TCAAP property. An interceptor of 1,000 gallons per minute capacity would allow the
61H4H389 redevelopment of approximately 500 to 600 acres prior to needing additional capacity. If
the interceptor is in MWCC's ownership at that time, it would seem they would be obligated
Fox: 612-64<\.9446 to provide the additional interceptor capacity in the future.
. 9800 Shdord Parkway
Minneapoti" MN 55441
612.546-0432
Fox: 612-544.6398
---------
