. CITY OF ARmN HILI8
MEHlRANIJlIol
DATE: February 25, 1994
TO: Dorothy Person, City }\t'lmini strat=
FRCM: Dan Winkel, Public tm"ks SUperintendent .0 ~J .
stm.JEl:'l' : r'rnm<>r:lts an stop sign policy as proposed by the Public Works
Ccmni.ttee.
While I appreciate the efforts of the Public W::lrks/Safety Ccmnittee to
address this issue, I believe that the process as outlined nay be a bit
cumbersome to administer, and offer the follCMing ccmrents.
Even though the policy was written because of a stop sign installation
request it seems that this procedure could be used for all traffic sign
installations or rerrovals.
A request by Council to add or rerrove a sign should be included to the
policy .
. I also have concerns ab:Jut section B under procedures. I do not believe
it is necessary to always conduct a poll of the affected residents or
businesses. The Public Works Superintendent should be able to review
the needs and =iteria necessary to install or rerrove a sign. Part of
the review nay include notifying some affected property CMI1ers if some
opposition can be detected. If necessary, the Superintendent can review
the issues with other staff members, and/= the City Administrator to
help make a final reccmrendation. The City Administrator can rrake an
independent review to verify facts. If the requesting parties are not
satisfied with staffs final decision, than an appeal should go to
Council.
m:to
.
