It was agreed it <br /> would not be prudent to encourage this development through the <br /> use of TIF. <br /> There was concern expressed about the future development of this <br /> area. Control Data Corporation is splitting these parcels off <br /> and the City has not had an opportunity to consider the long <br /> range planning. Until this has been completed, the use of TIF in <br /> this area is difficult. <br /> Discussion on the loss of HACA aid due to the creation of the new <br /> district was held. The loss of $13,000-$14,000 per year in HACA <br /> aid would require over 10 years to return any funding to the <br /> City. With the budget as it is, this return did not appear <br /> feasible. <br /> staff was directed to inform C G Hill that due to the costs to <br /> the City including HACA aid and need for long range planning, the <br /> City would not use TIF assistance in this project. <br /> COMMITTEE/COMMISSION REVIEW OF STRUCTURE AND GUIDELINES <br />. The City Administrator referred to the information previously <br /> provided, outlining the format for the committee structure. This <br /> is in draft form and the Administrator is looking for any <br /> comments from Council pertaining to the draft format. Council <br /> concurred the packet as submitted was appropriate. They further <br /> noted that their committees are continuing to work on their goals <br /> and mission statement. The implementation of these changes is <br /> expected to be year end 1994. <br /> REVIEW AND UPDATE OF 1994 <br /> POLICING NEEDS AND ALTERNATIVES <br /> Council concurred that the 1994 police and fire protection needs <br /> continue to be reviewed, however, no critical or immediate needs <br /> had been identified. Discussion followed and it was agreed that <br /> an overall City survey form should be developed to incorporate <br /> citizen input. <br /> 1994 BUDGET DOCUMENT <br /> . <br /> The Council concurred that the 1994 budget document was very <br /> clear and readable and staff should be commended on their <br /> efforts. <br />. <br />
