. . Arden Hills Council 2 February 17, 1994 . Discussion followed regarding Section 5-74 (c) and the zoning requirement for kennels. The Council indicated that the R-2 zoning district be added to this definition. The Council considered it acceptable and directed staff to review the ordinance with the City Attorney. No specific date was established for review at a council meeting. DISCUSSION - TRANSIENT MERCHANTS Staff reviewed the proposed changes and pointed out that the City Attorney had not yet reviewed these proposed changes. The Council questioned the effect of the ordinance on non-profit organizations, such as, the Girl Scouts, Boy Scouts, and other related associations. Staff will check with the City Attorney. They also asked how this ordinance would effect religious groups canvassing in the area. Discussion followed regarding the "No Sunday" solicitation. Council indicated that Sundays should be allowed. Staff will include Sunday solicitation. The idea of charging a fee was discussed. The Council indicated . that, as long as, the fees are directly associated with the costs for a background check, it would be appropriate to charge a fee. A question was raised as to section 18.11 and it's impact under the Sign Ordinance. Staff will review and report back to Council at a later date. Council concurred to have the City Attorney review the proposed changes and directed staff to bring back to them the Attorney's recommendation. EVEREST GROUP UPDATE Staff outlined the anticipated contents of the agreement from Everest. Staff discussed some possible methods of reducing the risk to the City through letters of credits, guaranteed construction, etc. . Discussion followed relating to TIF financing, improvement costs, bond issue costs, and future development in general of Arden Hills including the TCAAP property. Further discussion took place pertaining to the possibility of consolidating with a neighboring city and the use of citizen surveys. .
