The Council indicated that the R-2 <br /> zoning district be added to this definition. <br /> The Council considered it acceptable and directed staff to review <br /> the ordinance with the City Attorney. No specific date was <br /> established for review at a council meeting. <br /> DISCUSSION - TRANSIENT MERCHANTS <br /> Staff reviewed the proposed changes and pointed out that the City <br /> Attorney had not yet reviewed these proposed changes. <br /> The Council questioned the effect of the ordinance on non-profit <br /> organizations, such as, the Girl Scouts, Boy Scouts, and other <br /> related associations. Staff will check with the City Attorney. <br /> They also asked how this ordinance would effect religious groups <br /> canvassing in the area. <br /> Discussion followed regarding the "No Sunday" solicitation. <br /> Council indicated that Sundays should be allowed. Staff will <br /> include Sunday solicitation. <br /> The idea of charging a fee was discussed. The Council indicated . <br /> that, as long as, the fees are directly associated with the costs <br /> for a background check, it would be appropriate to charge a fee. <br /> A question was raised as to section 18.11 and it's impact under <br /> the Sign Ordinance. Staff will review and report back to Council <br /> at a later date. <br /> Council concurred to have the City Attorney review the proposed <br /> changes and directed staff to bring back to them the Attorney's <br /> recommendation. <br /> EVEREST GROUP UPDATE <br /> Staff outlined the anticipated contents of the agreement from <br /> Everest. Staff discussed some possible methods of reducing the <br /> risk to the City through letters of credits, guaranteed <br /> construction, etc. <br />. Discussion followed relating to TIF financing, improvement costs, <br /> bond issue costs, and future development in general of Arden <br /> Hills including the TCAAP property. Further discussion took <br /> place pertaining to the possibility of consolidating with a <br /> neighboring city and the use of citizen surveys. <br /> . <br />
