<br /> Arden Hills Council 3 February 28, 1994 <br />. noted that if any curb cut or access changes be <br /> considered by Council, the Planning Commission would <br /> recommend the plan as outlined on the diagram on Page 29 <br /> of the Lexington/Fox study dated 1990. <br /> Acting Mayor Probst asked whether the application from <br /> Roberts Development was currently pending, and if the <br /> Council would need to take action on the application? <br /> Fritsinger stated the Council previously tabled the <br /> request for the curb cut and they would need to take <br /> action on this application at some point. However, staff <br /> had not anticipated action to take place at this meeting. <br /> MOTION: Malone moved, seconded by Hicks to deny the request <br /> for a Site Plan Review/curb cut, Case #93-23 - <br /> Scott W. Roberts/Roberts Development, 3771-87 North <br /> Lexington Avenue. Motion carried unanimously (4-0) . <br /> Winiecki commented that the Planning Commission would <br /> appreciate if the Council would consider their request to <br /> direct staff to work on economic development issues such <br /> as designing a brochure promoting development in the City <br /> of Arden Hills. Council concurred that designing a <br /> brochure would be great, however, there is no funding set <br /> aside for any additional staff that might be needed to <br />. work on economic development projects, and if current <br /> staff was used, there would need to be reprioritization <br /> of staff's time before this could be considered. <br /> SURFACE WATER MANAGEMENT APPEAL - <br /> ARDEN VIEW TOWNHOME ASSOCIATION <br /> Mr. Winkel referred to the memo in the Council packet <br /> from Engineer Maurer and outlined the options to be <br /> considered. <br /> Councilmernber Hicks commented that the staff had re- <br /> evaluated the Surface Water Management rate structure and <br /> the recommended modified charges seem reasonable. He <br /> further noted that the 2 (two) R-3 zoning districts <br /> located in the City are developed, and an actual rate <br /> based on density could be established. <br /> MOTION: Hicks moved, seconded by Aplikowski to approve <br /> Resolution #94-21, amending the Surface Water <br /> Management utility rates for the R-3 developed <br /> townhomes in the City of Arden Hills. <br /> Discussion followed whether both the per acre cost and <br /> per unit cost should be noted in the resolution. City <br />. Accountant Terry Post stated that the opinion of Engineer <br /> Maurer was to indicate both costs for the record. The <br />
