Winkel provided a brief overview of where the <br /> borings were taken from each street. He explained the <br /> description by definition of reconstruction and <br /> recycling. The estimated street reconstruction costs are <br /> proposed to be $368,300, and the recycling cost for <br /> Keithson Drive is estimated to cost $26,500. <br /> Winkel announced that this evening, estimated assessment <br /> amounts can be provided, however the actual assessment <br /> hearing on this matter is scheduled to take place in May <br /> 1994; at that hearing, the pUblic will have an <br /> opportunity to specifically discuss matters relative to <br /> assessments. <br /> Winkel explained that the City's Assessment POlicy calls . <br /> for reconstruction and recycling work to be paid 50% by <br /> the City and 50% by the benefitting property owners, on a <br /> front footage basis. He explained the method of <br /> calculating assessments for corner lots or lots abutting <br /> other streets which have been improved and assessed. <br /> Winkel noted that in the past, the approximate costs for <br /> reconstruction is $30.00 per linear foot of frontage and <br /> $11.04 per linear foot of frontage for recycling. <br /> Winkel reviewed the schedule for the 1994 Pavement <br /> Maintenance Program, which called for 1) Opening Bids on <br /> April 5, 2) Receive Bids/Order Assessment Hearing, April <br /> 11, 3) Hold Assessment Hearing and Award Contract on May <br /> 31, 4) Begin Construction in June 1994, and 5) Completion <br /> of the project in September 1994. <br /> Mayor Sather advised the public that if an individual <br /> property is assessed more than a $500 assessment, the <br /> assessment will be payable over a five year period with <br /> interest; if an individual property is assessed less than <br /> a $500 assessment, the assessment will be payable over a <br /> three year period with interest. He added that there <br /> would be no interest applied if the assessment was paid <br /> in full within thirty days of the assessment hearing. . <br />
