New Brighton has <br /> recently installed approximately 2,400 meters by using an independent <br /> contractor at a rate of $39.00 per meter. The additional cost to <br /> install 2,400 meters in Arden Hills w)u]'d equal $93,600. if an <br /> independent contractor was used. <br /> The Council may want to explore various ways to finance this major <br /> project. Sane options may include assessing the property owners, &are <br /> type of bond, City pays in full, or other options as outlined by the <br /> Council and/or the Finance Ccm'ni.ttee. Sane major manufacturers are <br /> also offering M.micipal lease programs. <br /> I reccmnend that the TouchRead System or it I S equivalent be installed <br /> in Arden Hills as the basic starting system. While actual meter costs <br /> are the same for all options, the additional hardware and software <br /> costs are ~cted to decrease aver the next five years for the <br /> RadioRead and PhonRead Systems. At the current time I am thinking <br /> . that a combination of at least two of the systems w::lUld work best for <br /> Arden Hills. For exanple: current meter routes that have bares very <br /> close to one another could be read with a TouchRead gun and walking. <br /> other routes that are m::>re spread out and not as easily accessible <br /> could be read by RadioRead or PhoneRead if necessary. The catU:Jination <br /> of technolQ3"ies would require equipnent sharing with other ccmnuni.ties <br /> to make it econcmical. Perhaps New Brighton would one day convert to <br /> all RadioRead or PhonRead and make the conversion for Arden Hills much <br /> m::>re econcmical. <br /> I have talked to a number of manufacturer representatives who would <br /> like to do a short dem:mstration for Council at a worksession setting. <br /> I would like to schedule these dem:mstrations at the Council's <br /> earliest convenience, so that the process of meter replacerrent can <br /> move ahead as Council so desires. <br /> . <br />
