New Brighton has recently installed apprcximately 2,400 rreters by using an independent contractor at a rate of $39.00 per rreter. The additional cost to install 2,400 rreters in Arden Hills ;,aUd equal $93,600. if an independent contractor was used. The Council may want to explore various ways to finance this major project. Solre options may include assessiIlg the property owners, sare type of bond, City pays in full, or other options as outlined by the Council and/or the Finance Comnittee. Some major manufacturers are also offering ~cipal lease prcgrams. I reccrnrend that the TouchRead System or it's equivalent be installed in Arden Hills as the basic starting system. While actual meter costs are the same for all options, the additional hardware and software costs are expected to decrease over the next five years for the RadioRead and PhonRead Systems. At the current time I am thinking . that a combination of at least tw:l of the systems IIQU1d I'.Ork best for Arden Hills. For exarrple: current rreter routes that have h::mes very close to one another could be read with a TouchRead gun and walking. Other routes that are rrore spread out and not as easily accessible could be read by RadioRead or PhcneRead if necessary. The canbination of technologies ;,aUd require equiprent sharing with other cam1UIlities to make it economical. Perhaps New Brighton IIQU1d one day convert to all RadioRead or PhonRead and make the conversion for Arden Hills much rrore econcmical. I have talked to a number of manufacturer representatives who I'oOUld like to do a short dem:mstration for Council at a l'.O:tksession setting. I would like to schedule these derronstrations at the Council's earliest convenience, so that the process of meter replacerrent can troVe ahead as Council so desires. .
