There are several residential projects which <br /> don't need to be seen by RCWD. In the case of commercial <br /> sites, drainage plans are required for new homes on a lot <br /> which has been platted and not split. There are a number of <br /> other categories with regard to wetlands. Some of these <br /> include public or private drainage ditches. Another <br /> category, Shoreland Alteration, includes topographical <br /> changes such as filling or grading. Reviewing set backs on <br /> a property are part of the City's responsibility; Although, <br /> any bridge or culvert construction requires a permit from <br /> Rice Creek Watershed District. The District does review <br /> City projects where a permit is required such as stormwater <br /> issues. <br /> The Board feels if the District is issuing the permits, it <br /> is being done right. Until the ordinances have been <br /> updated, the City can't be released to do permits <br /> themselves. No Cities within the district have been <br /> released to issue permits themselves. If Arden Hills is <br /> . looking for the district to permit, the staff needs to be <br /> aware of what should be directed to the district. If Rice <br /> Creek Watershed District's decision hasn't been delivered, <br /> the approvals should be passed contingent on the approval <br /> from Rice Creek Watershed District. <br /> Mr. Fritsinger stated the importance of Rice Creek Watershed <br /> District's review first, in case the drainage issues would <br /> impact the decision of the Planning commission. In the <br /> future, all work with developers need to meet Rice Creek <br /> Watershed District's standards. <br /> Ms. Drewery asked the City to review the plans first so the <br /> district knows that the City wants this development before <br /> they start to draw up the detailed drainage and stormwater <br /> plans. It doesn't make sense to do all this work if the <br /> City doesn't want the development. Except for extensive <br /> wetland and drainage issues, the District thought the City <br /> may want to do a preliminary review of plans. <br /> Mr. Fritsinger asked for the Planning commission's comments. <br /> . <br />
