This doesn't necessarily <br /> mean an approval. <br /> Mr. Carlson asked how many inspections a site receives. <br /> Ms. Drewery stated two (2) inspections are made before the <br /> project is okayed. The permits are good for one year and <br /> are subject to review and renewal. Fifty percent (50%) are <br /> approved within two weeks. A hold up may take place because <br /> the plans don't meet Rice Creek Watershed District's <br /> standards or not enough documentation was presented. <br /> Ms. Drewery stated the new Wetland Conservation Act was <br /> implemented by the State and a 60 day waiting period will <br /> take place for wetland filling. <br /> . Mr. Rye asked what would happen if a motion approved is <br /> contingent on the approval of Rice Creek Watershed District <br /> and severe changes to the plans are required. <br /> Mr. Fritsinger stated if Rice Creek Watershed District <br /> hasn't approved a project before it goes to Council, they <br /> also pass the motion contingent upon Rice Creek Watershed <br /> District's approval. Staff is not aware of any major <br /> changes being required in the past. <br /> Mr. Rye asked if an implementation of a preliminary staff <br /> review could be implemented before Rice Creek Watershed <br /> District and the Commission sees the plans. <br /> Mr. Fritsinger thought this would alleviate many of the <br /> problems. <br /> Chair Winiecki stated the Commission tried to get away from <br /> concept plans. This informal step hasn't worked because if <br /> the Commission approved a general plan from a developer, it <br /> . was then assumed the project had been passed. <br />
