,
. CITY OF ARDEN HILLS
MEM:lRANlJIJM
DATE: July 14, 1994
'lU: Dorothy Person, City Administrator
FRCM: Brian Fritsinger, Ccmmmi.ty Planning Coordina~
SlJB.JEX:T : Animal and Pet Ordinance
On March 28, 1994 the City Council reviewed and approved revisions to
Chapter 5, Anim3.l and Pets, of the Arden Hills Municipal Code. At
this neeting, the MN Council of Cog Clubs, Inc. (JI'K:IX::) expressed a
number of concerns about the proposed Ordinance.
The City Council approved all recamendations made by staff except the
section relating to kennels. Staff was also asked to review the
section dealing with rabies.
. Attached you will find the rrodel Ordinance and rabies correspondence
as drafted by the JI'K:IX:: and its representatives. Staff has reviewed
these items with Rick Ruzicka, Anim3.l Control Officer, and will have
the City Attorney review any changes prior to suJ:rnittal to the City
COllllcil for final approval.
As part of this review, staff noted that Section VI, G, 7 of the
Zoning Ordinance also applies to anim3.ls. Specifically, this section
of the ordinance addresses wild anim3ls and the nunber of aninals
allowed.
You may recall that one of the concerns identified by the JI'K:IX:: was the
limit of the number of dogs allowed by our kennel process. Staff had
originally proposed a ITBXi= number of dogs at three (3). The Zoning
Ordinance =rently allows only two (2) dogs per dwelling unit.
The proposed hobby kennel license ordinance has several differences
from those previously reccmrended by staff.
.
