.
,
. Animal & Pet Ordinance Page 2 07/14/94
l. NllMRRR OF IXGS
The JVICIX: proposal would allow up to six (6) dogs under a hobby
kennel license pe:rmit and ll'Ore upon approval of an exerrption.
Staff is concerned that allowing ll'Ore than three (3) dogs
creates p:>tential llilisance problEmS within the residential
districts. There is also sam concern about whether a hobby
breeder nay in fact be considered a hare occupation.
Staff would support allowing a l!BXimum of three (3) dcgs on a
kennel license and up to three (3) ll'Ore under a special
exerrption.
2. AGE OF IXGS
The JVICIX: proposal has increased the l!BXimum age of dogs to four
(4) rronths. Staff had previously recarrrEI1ded three (3) rronths.
This three (3) rronth age was recanrended because ll'Ost puppies
. are old enough to be separated fran their ll'Other. Puppies and
kittens are also old enough to be vaccinated for rabies at three
(3) rronths. (see 06-07-94 letter)
By allowing a change to four (4) rronths, the hobby breeders
would be allowed to keep ll'Ore dcgs for a longer pericd of t:irre.
Staff would recarrrEI1d the three (3) rronth age.
3. RABIES
The letter from Mr. Vanek raises several questions about rabies
vaccinations and diseases. Attached you will find a copy of the
m::del rabies ordinance. Dr. Vanek has indicated that our
ordinance is out dated and needs ffi3.j or revisions. He has
suggested that all reference to rabies =trol be raroved fran
Chapter 5 and be placed in its own Chapter.
4. IMFD1JNI:lVIENT
Section 5-68 of the current Ordinance addresses Irrpoundrrent
fees. The Ordinance allows the City to collect fees for the
irrpoundrrent of danestic aninals. Staff has not been charging an
inpoundrrent fee as it was unaware of one previously being
adopted by the City Council. As part of the research on this
. llElIDrandum, staff found Resolution #87-66 which as part of the
----.---.....------ --
