Planning Minutes Page 5 07/06/94 <br /> Mr, Fritsinger stated the applicant is seeking the SUP to <br /> address those concerns identified by the City and neighbors, <br /> These include: asphalting of the lot, landscaping and <br /> removal of underground fuel tanks, The lot is approximately <br /> nine (9) acres in size. Presently, the building sits in the <br /> center of the lot. The existing building is primarily metal <br /> with overhead doors on the south and north side of the <br /> building, Ryder Student Transportation services primarily <br /> the Mounds View School District and some small private <br /> schools in the area. The size of the lot occupied by the <br /> terminal has increased over the years, Currently, 150 buses <br /> and twenty (20 ) vans are operated by Ryder. The service <br /> runs from 5:30 a.m. in the morning to 6:30 p,m, at night, <br /> The major neighborhood concern is the traffic, Both staff <br /> and the applicant conducted informal traffic studies. These <br /> studies were conducted on randomly selected days and only <br /> included the average number of vehicles during the peak <br /> traffic hours. No long term study was completed, These <br /> findings concurred that over 90% of the traffic was cars and <br />. non-bus related traffic. Less than 10% of the traffic on <br /> the road was buses from Ryder. Accidents and safety issues <br /> were also discussed with the Ramsey County Sheriff, who was <br /> contacted, and stated no major problems have been reported <br /> in that area, In undertaking these counts, an observation <br /> from staff was made in that a large number of traffic was <br /> from the school itself, including students and parents who <br /> drop the students off. The site plan indicates there are <br /> 175 parking stalls for buses and 195 stalls for empl~y~~ <br /> Staff believes there is adequate parking on ~Iot~ The <br /> Ordinance itself doesn't identify any parking requirement <br /> for this type of use. This requirement is left for the <br /> determination by the Planning Commission and the City <br /> Council. <br /> Mr. Fritsinger stated the Site Plan improvements have been <br /> reviewed by the City Attorney, Rice Creek Watershed District <br /> and MN DOT. These site plans were approved by all parties, <br /> Mr. Fritsinger stated some exterior painting has occurred on <br /> the site. The fuel tanks will be removed and brought up to <br />. the standards required by the State of Minnesota, <br />
