Ryder Student Transportation <br /> plans to landscape the area with 21 eight (8) foot high <br /> Norway Pines, No landscaping has been planned on County <br /> Road F. Because of the anticipated reconstruction on County <br /> Road F, the landscaping efforts would be futile, The <br /> Ordinance requested 60% opacity between a business and <br /> residential area, The Ordinance states no off street parking <br /> should be located within twenty (20) feet of the right of <br /> way. The applicant requested the Planning Commission to <br /> allow the parking to continue in this area until/the County <br /> Road F construction project takes place, At wh~~~time, the <br /> applicant will cease the parking. Ryder rental vehicles are <br /> maintained year round on the site with the most of the <br /> repair work occurring during the off peak school season. <br /> These vehicles are now required to be parked inside the <br /> building. Staff and Commissioner Carlson met with the <br /> applicant and owner to develop the conditions included in <br /> the staff report, These conditions were an attempt to <br />. address the concerns identified by the neighbors, City and <br /> applicant, Staff recommends approval of the SUP with the 16 <br /> conditions in the report, <br /> Dave Brabender, applicant, stated the process of painting <br /> the building has begun, Ryder would like to see this <br /> request responded to as otherwise the improvements will need <br /> to wait until next spring, There is a time window working <br /> against them. They need to have the parking lot resurfaced <br /> before school starts, <br /> Mr. Erickson asked if a September date was realistic. <br /> Mr. Brabender stated the asphalting is the biggest issue, <br /> and if the proposal was approved under the timelines <br /> provided by staff, the work could be done this fall. <br /> Mr. Carlson asked how the City came to determine the number <br /> of buses which would be allowed at this site. <br /> Mr. Fritsinger stated a number of buses could be moved and <br /> stored at other facilities. The difficulty was to determine <br />. what number of buses this site could handle and be operated <br />------------ <br />
