<br /> ARDEN HILLS CITY COUNCIL - AUGUST 8, 1994 3 <br />. <br /> Young Fathers: This program is for young men who are co-parenting with teen <br /> moInS. There is a strong commitment to help these young men meet the <br /> responsibilities of fatherhood emotionally as well as economic support. <br /> Community Restitution/Awareness Seminars/Delinquency Assessments: In all <br /> cases of these three services, the person is referred by the police for delinquency acts <br /> of vandalism, drinking, chemicals, theft. After an initial meeting, the delinquent <br /> person appears before a panel of adults and older adolescents to talk about what <br /> happened and why. The panel decides the consequences, Le., community service <br /> hours, awareness seminar, etc. If the person does not reflect an attitude of having <br /> learned from this experience, then the center will refer him/her back to the court. <br /> Employment Services: This service serves as a link with community restitution and <br /> senior citizens. Young people do odd jobs and chores for older people, usually in <br /> their neighborhood. This program has built some wonderful relationships of surrogate <br /> parenting grandparents. Many seniors say they would not be able to stay in their <br /> homes without the services of these young people. This program is partially <br /> subsidized with federal funds. Services can be offered to seniors at a reduced rate, <br /> and youth can earn money for their services. <br /> Teen Health Center: This center provides medical services to young people without <br />. access to health services on their own because of no insurance. The program began in <br /> 1990, and has been growing steadily. <br /> Youth Service Learning: This is a specialized program in conjunction with <br /> Moundsview Public Schools. NYFS is contracted by the Community Education <br /> Department in Moundsview to provide volunteer opportunities for youth in the <br /> community that will earn extra credit or other benefits in classes. This program <br /> serves elementary ages through senior high school. <br /> Ms. Andrews stated that when possible, fees are charged for services. A sliding fee scale is <br /> used, but no one is ever turned down because of an inability to pay. Regardless of income, <br /> everyone receives the same level and quality of service. The three major sources of funding <br /> are: 24% from individual donations; 40% from grants; 29% from counseling fees. The <br /> participating cities provide approximately 20% of the operating income for NYFS. The <br /> budget is very efficient with approximately $.90 of every $1.00 is spent on some type of <br /> program. <br /> Mr. Ciernia stated that Arden Hills has contributed approximately $10,000 each year. The <br /> return for the City is clearly preventing hundreds of youth from developing patterns of <br /> delinquency and ending up in court. This program is able to catch problems when they are <br /> small and minor before they are major, traumatic and very difficult. NYFS has made it <br /> possible for many low and moderate income families to work out issues related to abuse and <br />. cbemical addiction.
