A REQUEST BY THE CITY OF ARDEN HILLS FOR A STATEMENT <br /> OF QUALIFICATIONS FROM FIRMS INTERESTED IN SUBMITTING <br /> PROPOSALS FOR COMPLETING A MASTER PLAN FOR THE <br /> REDEVELOPMENT OF THE <br /> TWIN CITIES ARMY AMMUNITION PLANT (TCAAP). <br /> The City of Arden Hills is accepting statements of qualifications from firms interested in responding <br /> to requests for proposals to complete a master plan for the Twin Cities Army Ammunition Plant <br /> (TCAAP). This area contains approximately 2300 acres ofland or four (4) square miles of the City. <br /> A team approach, in completing a master plan for the area, is expected in which the lead firm <br /> selected will be assisted in developing the plan by the Arden Hills Planning Commission, the City's <br /> Economic Development Committee and various neighborhood groups. <br /> It is expected that the public will assist in developing a vision for the kind of future this site should <br /> have and in establishing the goals for achieving this vision. In addition, it is expected that the public <br /> will review and comment on the various elements contained in the plan. <br /> The TCAAp area extends from County Road I on the north to Lexington A venue to the east, STH <br /> 96 to the south and Old Highway 10 to the west. This area contains approximately one-third of the <br /> City's land area and, other than vacant manufacturing and storage buildings is primarily open space. <br /> . Construction of TCAAP began during the months leading up to World War II. Ground breaking <br /> began on August 28, 1941 and within 90 days most of the major buildings were either constructed <br /> or well under way. Production of.30 and .50 caliber ammunition started in February 1942 and <br /> continued for 42 months before the installation was placed in standby status. The work force <br /> reached its peak in July, 1943, when employment totaled about 26,000. <br /> TCAAP was reactivated in August 1950 in support of the Korean Conflict and produced ammunition <br /> until December 1957 when it was again placed on standby status. In December 1965, the installation <br /> was again reactivated during the Vietnam Conflict until approximately 1976. <br /> Federal Cartridge Company (FCC), formerly known as Federal Cartridge Corporation, was the prime <br /> operating contractor during the construction and initial operation of the installation. <br /> Today, TCAAP has been down graded to caretaker status and is in the process of being declared <br /> excess. However, there are a number of tenants utilizing several areas and buildings at the <br /> installation. Numerous area and buildings at the installation. <br /> This type of use has also created an number of environmental concerns. To date, fourteen (14) <br /> disposal sites have been identified on TCAAP, with the main contaminants being solvents. The New <br /> Brighton! Arden Hills super fund site, consisting of a 25 square mile area of which TCAAP is a part, <br /> . was added to the National Properties list in 1982. A number of remedial actions have occurred on <br /> the site. <br />
