There will be <br /> no-spillover effect created by the lights onto neighboring <br /> properties, <br /> In the area of landscaping, the applicant is proposing, at this <br /> point, to plant several shrubs and a six (6) foot high spruce in <br /> the center of the plaza, The site itself is heavily wooded, The <br /> applicant has shown several of the larger trees on the plans, <br /> There will be signs located on the north and east entrances of <br /> the church. The City Engineer has stated the church acts as a <br /> drainage conduit for area water run-off. The applicant is <br /> proposing an easement to the City for the drainage areas. <br /> Currently, the City doesn't have a drainage easement on the site, <br /> but the drain pipes are located there. In reviewing the North <br /> Heights Lutheran Church case file, it was the intention to <br /> continue this drainage pattern in the areas, Those same pipes <br /> are also recognized on their plans. The City Engineer doesn't <br /> see any problems with the applicant's plans as submitted. <br />. The applicant is proposing two (2) accesses. The first proposed <br /> access is to the north from Highway 96, and the second is an <br /> access from Snelling Avenue. The City had previously anticipated <br /> this lot being developed and placed a curb cut on Snelling Avenue <br /> in the location proposed, There is some potential for cross-over <br /> traffic on Highway 96. Highway 96 is planned to be turned back <br /> to Ramsey County from MN DOT as of November 1, 1994. Mr. <br /> Fritsinger stated the applicant may have some additional <br /> information on the traffic access issue. Staff recommends that <br /> the issue be resolved with the applicant and Ramsey County prior <br /> to the issuance of a building permit, <br /> Mr. Fritsinger stated the first step in this case would be a lot <br /> consolidation. The new legal description has been confirmed with <br /> Ramsey County as being the following: <br /> The North 396 feet of the East 1/2 of the East 1/2 of <br /> the Northeast 1/4 of Section 21, T30N, R23W. Subject <br /> to the rights of State of Minnesota in that part <br /> thereof taken for right-of-way for Trunk Highway No. 96 <br /> and rights of the public in Snelling Avenue.
