Due to the lapse of time which was over one year, the applicant <br /> is required to resubmit the plan to the Planning Commission. The <br /> proposal has been slightly scaled down from the original plans. <br /> Back in 1990, the City Council strongly suggested to the <br /> applicant that they acquire the adjoining lot located at the <br /> corner of Highway 96 and Snelling Avenue, This lot is also zoned <br /> R-l. The combined site is approximately 4,8 acres. The land use <br /> chart permits a house of worship in an R-l district by a Special <br /> Use Permit. <br /> Mr. Fritsinger further stated the proposal consists of a church, <br /> connecting area, and cultural center. A priest's residence will <br /> be located on the northwest corner of the site on the piece of <br /> acquired property. The church will have 150 seats, and the <br /> cultural center will hold approximately 300 people, The church <br /> is 4,600 square feet, the connector is 3,600 square feet, and the <br /> cultural center 6,200 square feet, The parking lot consists of <br /> 124 parking spaces. The Zoning Ordinance requires one (1) <br /> parking spot per three (3 ) seats within the facility. The church <br /> and the cultural center will not be used simultaneously. <br /> Therefore, the largest portion of the building, which is the <br />. church, would be considered for the parking requirement, This <br /> would require 100 parking spots. The original plan which was <br /> submitted to staff had 176 parking spaces shown. The number of <br /> parking spaces was reduced in order to meet the minimum landscape <br /> lot area requirement of 65%. The floor area ratio is ,079 .which <br /> is well within the .3 allowed in the Zoning Ordinance. <br /> Mr. Fritsinger stated the Zoning Ordinance also has a maximum <br /> height requirement not to exceed 35 feet. The entire height of <br /> the church is approximately 90 feet. The Zoning Ordinance does <br /> state that church spires, cupolas, and domes are exempt from the <br /> requirement. If you remove this additional height from the <br /> cupolas, the applicant meets all the height requirements stated <br /> in the Zoning Ordinance, <br /> The.building will encroach onto the wetland to a small extent. <br /> Rice Creek Watershed District has approved the permit under an <br /> exemption. Because this development was proposed and originally <br /> approved before the current wetland laws were placed in effect, <br /> the plan was exempted. The City Engineer has reviewed the plans, <br /> and he has found no problems with the plans as submitted, The <br />. <br />
