C!TY HALL COMMITTEE !NFORMATION <br /> I PURPOSE OF COMMITTEE <br /> The Arden Hills City Council has authorized organization of a Citizens Committee <br /> . to study the feasibility of tonstructing a ne~ City Hall facility and to make a <br /> recommendation on issues ~hich surface in relation to the facility. The study <br /> ~i11 consist of revie~ing existing facilities, identifying future needs of the <br /> . community and the potential for a community cencer facility to serve those needs, <br /> possible site locations, financing alternatives and architecta1 design concepts, <br /> only to name a few. The t~o main issue~ identified at this time are; ~hat space <br /> is needed to improve the operations and ~orking conditions of City government and <br /> . are there any other community needs that should be addressed in connection with a <br /> new City Hall facility. Council and staff are looking foward to ~orking ~ith <br /> commit~ee members to provide direction, informational resources, and <br /> . encourage:nent. <br /> BACKGROUND OF EXISTING FACILITIES <br /> . Study of the existing City Hall facility was last undertaken by Council in 1977 <br /> ." at which time the firm of Wehrman, Chapman Associates, Inc. prepared a <br /> Preliminary Report/Site Evaluation on this same matter. The study is on file at <br /> . vur offices for Committee review at a future meeting~ <br /> PUBLIC WORKS BUILDING: The existing building is a 66 ft. by 72 ft. and provides <br /> .. ~,7j2 square fee~ of space: 4,080 sq. fe. for vehicle and equipment storage and <br /> 672 sq. ft. far supportive functions (office, lunchroom, utility rooms). Based on <br /> the 1977 study and the level of usage ~t that time, a space deficiency of 1,188 <br /> . sq. ft. ~as identified. <br /> CITY HALL: This facility ,was determined to be the least deficient in 1977, <br /> however, the assessment noted the space for public meetings ~as'minimal,' the <br /> . offices of the Park Department ~ere crowded and inconvenient, and storage space <br /> ~as inadequate, At that time the City :olice Department was eliminated, which <br /> added SOme space to satisfy immediate needs. The 1977 study identified a 20% <br /> . deficiency in space for the facility. The City Hall contains approximately 2,700 <br /> sq. ft. and the 1977 study projected a need for an addtional 550 sq, ft. <br /> . The 1977 study estimated the population at 6,250 people and projected an 80% <br /> increase in populacion based on antici~ated growth and, using the 807. factor, <br /> projected the following estimaced futu~e space needs: <br /> . L Public Works/Parks & Recreation Facility: 7,090 sq. ft. x 180% = 12,762 sq.ft. <br /> 2. City Hall: 3,250 sq, ft. x 180% = 5,850 sq. ft. <br /> . <br /> Council and sta== have discussed the major areas or inadequacy and general <br /> . dete:-ioral:ion or I:he exiscing facilities. Last year escimates were received for <br /> repair or the exterior struct~ral deterioration and it ~as determined che funds <br /> would be spenc an a emergency repair basis only based on the formation of the <br /> .. Cammi c cee to study a new facility. <br /> During the tour, staff will paint out inadequacies of the current facility and <br /> ax:erior deterioration. Scaff will also be prepared to discuss their concerns <br /> . ~egarding deparcmencal needs on a preliminary level. <br />
