If the grievance is not resolved in Step I, the employee may appeal the grievance <br /> in writing to the Clerk-Administrator or supervisor within ten (10) workdays of receipt <br /> of the department head's written response in Step 1. Any grievance not appealed in <br /> writing to Step 2 by the employee within ten (10) workdays shall be considered resolved. <br /> If appealed, the written grievance shall be presented by the employee and discussed with <br /> the Clerk-Administrator. Following determination by the City Council, a <br /> written response shall be provided to the employee within twenty (20) workdays of <br /> receipt of the written grievance or of the hearing.
