Ramsey County has requested that municipalities let them know when they will <br /> be turning back streets/roads. <br /> B. Terry Maurer, MSA reported that 3.8 miles of roadway are to be turned back to <br /> the City. County has presented four options to the City regarding roads to be <br /> turned back to Arden Hills: <br /> 1. Level 90 - Seal coat or recycling <br /> a. turn back to City <br /> 2. Reconstruction - <br /> a. County would contribute a percentage of reconstruction <br /> costs to the City based on their formulation. <br /> 3. Municipal State Aid designated roads <br /> a. Won't apply <br /> 4. Swap roads/streets - "One for One" <br /> a. not feasible <br /> . C. County Road F and Stowe Avenue <br /> 1. Level 90 and Reconstruction are only appropriate options <br /> a. County will pay 100% of their portion of <br /> reconstruction costs <br /> b. County will guarantee lO-year window of <br /> opportunity but will pay at 1993 conditions/rates. <br /> c. City can receive MSA funds for reconstruction. <br /> d. County road F - <br /> 1. With State Aid, County funds and several <br /> City funds, monies would be available for <br /> road reconstruction. <br /> e. Stowe Avenue - County will sealcoatlrecycle to <br /> level 90. <br /> f. Recommendation - Maximize MSA funds for use of <br /> road reconstruction on County Road F. <br /> D. Council discussion resulted in a general consensus to pursue road reconstruction <br /> of County Road F and Stowe A venue in 1995 - 1996 because more funds are available <br /> now. <br /> . E. Guests, Messrs. Kasse and Helm addressed the Council regarding their concerns <br /> about the cost of special assessments for reconstruction of Stowe A venue. <br />
