<br /> CITY OF ARDEN mILS <br /> . <br /> MEM)RAN[)lJM <br /> DATE: September 20, 1994 <br /> TO: Dorothy Person, City Administrator <br /> FRCM@ <br /> Terry Post, City Accountant <br /> SUBJECT : County Administrative Costs f= Local IIIprovements <br /> Assessments <br /> An 8\30\94 letter from Chris Samuel, Rarrsey County Manager L:x:al <br /> Government Policy & Research to myself outlines a new Minnesota <br /> Statute and its 1995 impact on the City of Arden Hills. <br /> The 1993 legislature added Minnesota Statutes 429.061, subd. 5 which <br /> provides in part that "... a municipality shall pay to the county <br /> auditor all administrative expenses incurred by the county under <br /> subdivision 3 for each special assessment of any local improvement <br /> . certified by the municipality to the oounty auditor." <br /> Ramsey County is proposing a fee of $2.50 per assessment per parcel <br /> per year if the County maintains the assessment rolls. The estimated <br /> charge to Arden Hills for 1995 is $928 (based on the count of active <br /> assessments as of 8\18\94) . <br /> Services the county provides in maintaining the assessment rolls <br /> include the following: <br /> 1. Enter new assessment rolls into the database including making a <br /> record of payments before certification. <br /> 2. Collect, distribute and report payments made before <br /> certification of the assessments to the tax list (prepayments). <br /> 3. Keep a record of senior citizen, green acres and municipal <br /> deferment. Provide payoff l:alances to tm:payers upon request. <br /> 4. Process parcel splits and ccmbinations based upon City <br /> recomrendations for assessment allocations to the new parcels. <br /> 5. Adjust assessment rolls based upon city charges to the roll made <br /> by resolution. <br /> 6. Answer tm:payer and City assessment l:alance requests. <br /> . <br />
