Growth Management and Annexation <br /> Problem: Unplanned urban growth outside of city boundaries has a negative environmental, <br /> fiscal, and governmental impact for cities, counties, and state governments. <br /> Solution: Further urban growth outside city boundaries should be restricted and the <br /> annexation of urban land to cities should be facilitated, Specifically, the League <br /> recommends the following: <br /> . the preservation of natural resource areas and prime agricultural land should be <br /> . encouraged and the development of such land outside designated growth areas to <br /> be served by a city should be discouraged. <br /> . cities should be given broader authority to extend their zoning, subdivision, and <br /> other land use controls up to two miles outside the city's boundaries regardless of <br /> the existence of county or township controls, in order to ensure conformance with <br /> city facilities and services, <br /> . state statutes regulating annexation should make it easier for cities to annex <br /> developed or developing land within unincorporated areas which the annexing <br /> city has designated as a growth area, <br /> LE-3. Metropolitan Leapfrog Development <br /> Problem: Urban growth is also occurring outside the metropolitan governance area in a <br /> manner which might have a significant impact on metropolitan systems, somewhat <br /> encouraged perhaps by growth management controls adopted within the metropolitan area. <br /> . <br /> Solution: The legislature should study the impact of development moving outside the <br /> seven county metropolitan area as a reaction to Metropolitan Council growth <br /> management programs and require land use controls which reduce leapfrog <br /> development, <br /> . <br /> 1995 City Policies 7 <br />
