State-wide Planning Policy _ <br /> Problem: A renewed concern about urban development has resulted in a necessary review of . <br /> the existing framework for restricting or guiding development through local plans and <br /> controls adopted by local governments, and has led some to suggest that the answer lies in <br /> the adoption of a comprehensive state-wide planning process. <br /> Solutions: The League believes that the existing framework for restricting or guiding <br /> development primarily through local plans and controls adopted by local governments <br /> should not be substantially modified, however: <br /> . the state should provide additional financial and tecbnical assistance to local <br /> governments for voluntary, cooperative planning and growth management issues. <br /> . the state should clearly establish the public purposes served by existing state-wide <br /> controls such as shoreland zoning and wetlands conservation and fully defend and <br /> hold barmless any local government sued for a "taking" as a result of executing <br /> state land use policies, <br /> LE-5. State Development Strategy <br /> Problem: The state has not clearly acknowledged the valuable role cities play in developing . <br /> and maintaining the economic health of the state and the fInancial risks cities take in these <br /> efforts . <br /> Solution: A state development strategy sbould be established uy the Legislature and the <br /> Governor to promote job creation, redevelopment and prevention of blight and decay, <br /> pollution clean up, and provision of adequate bousing opportunities. In a partnership <br /> between the state and cities, cities sbould be given the autbority to locally implement the <br /> state's development policy, <br /> LE-6. City Cooperation With Counties and Schools in Economic <br /> Development <br /> Problem: Counties and schools frequently want to playa greater role in cities' development <br /> decisions . <br /> Solution: Cities should develop an economic development strategy in consultation with <br /> . <br /> counties and schools. The "review and comment" requirements of the current.tax <br /> increment financing law should continue to be used to educate and involve other local <br /> governments and local legislators about proposed development projects, Counties and <br /> school boards should respond to overtures for evaluation and participation, and should <br /> take advantage of all available informational opportunities. . <br /> 8 League of Minnesota Cities <br />
