DATE: AUGUST, 1989 <br /> FUNCTIONAL CLASSIFICATION: ADMINISTRATION <br /> POSITION TITLE: CITY ADMINISTRATOR <br /> ------------------------------------------------------------------------- <br /> PRIMARY OBJECTIVE: <br /> Plans, directs and coordinates the administration of municipal <br /> government in Arden Hills and implements policies, executes ordinances <br /> and other directives of the City Council. <br /> MAJOR RESPONSIBILITY AREAS: <br /> Prepares agenda for Council meetings, ensures Council reports are <br /> informative and accurate and attends City Council meetings, maintains <br /> City's official records and makes policy recommendations. <br /> Administers City's personnel program.which includes: compensation <br /> plan, labor negotiations, personnel policies/ordinance, <br /> recruitment/selection, grievance/progressive discipline and employee <br /> development program. <br />. Acts as City's chief financial orricer by preparing and submitting <br /> annual budget for Council approval, oversees City's investment <br /> program, ensures proper accounting procedures and record keeping and <br /> develops capital improvement plan. <br /> Directs and coordinates administrative and operational functions or <br /> the City to ensure that all departments are providing efficient and <br /> effective service. <br /> Keeps the Council informed on an on-going basis of City issues and <br /> concerns and informs the Council about regional, state and national <br /> concerns that impact the City. <br /> QUALIFICATIONS: <br /> College graduate, preferably in business or public administration. <br /> Graduate level training desirable. S years experience in municipal <br /> administration. <br /> SUPERVISION/ACCOUNTABILITY: <br /> Supervises administrative staff. Directly accountable to the City <br /> Council. <br />~ STAFF AND PUBLIC CONTACT: <br /> Frequent contact with all City staff and public. <br /> -- <br />
