CITY OF ARDEN HILLS <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION NO. 2024-026 <br />RESOLUTION DECLARING COSTS TO BE ASSESSED AND <br />ORDERING PREPARATION OF PROPOSED ASSESSMENTS AND <br />CALLING FOR HEARING ON THE PROPOSED ASSESSMENTS <br />WHEREAS, the construction bids have been received for the proposed 2024 PMP Street <br />and Utility Improvements Project, the improvement of: <br />• Keithson Drive from County State Aid Highway (CSAH) 96 West to 800 feet south of CSAH <br />96 West; <br />• Royal Hills Drive from Snelling Avenue North to Arden View Drive; <br />• Colleen Avenue from McClung Drive to Hamline Avenue North; <br />• Norma Avenue from Dawn Circle to Briarknoll Drive; <br />• Norma Avenue from Briarknoll Drive to Colleen Avenue; <br />• James Avenue from Indian Oaks Trail to Colleen Avenue; <br />• Briarknoll Circle; <br />• Briarknoll Drive from Snelling Avenue North to Norma Avenue; <br />• Royal Lane from Norma Avenue to Floral Drive West; <br />• McClung Drive from Snelling Avenue North to Colleen Avenue; <br />• Colleen Circle; <br />• Arden Vista Court; <br />(collectively, the "Improvement"), and the contract bid price for such Improvement is <br />$2,238,418.15, and the expenses incurred or to be incurred in the making of such Improvement <br />amount to $604,372.90 so that the total cost of the Improvement will be $2,842,791.05; and <br />WHEREAS, the City Clerk has prepared a proposed assessment of the cost of the <br />Improvement; and <br />WHEREAS, the property owner of the property located at 1370 Colleen Avenue timely <br />appeared in front of the City Council and filed an objection to a proposed assessment for that <br />property (PID: 223023310064); and <br />WHEREAS, the City Council held a hearing on the objection on May 13, 2024, and <br />determined that the assessment for property located at 1370 Colleen Avenue would be set at <br />$6,045.00 at the time of the final adoption of the assessment roll applicable to this property (the <br />"Assessment"); and <br />WHEREAS, the City Council further determined that a separate assessment of $6,045.00 <br />for this property would be deferred for a period of twenty (20) years, or until the property located <br />at 1370 Colleen Avenue is legally subdivided or sold by the current owner, or the owner's heirs <br />(the "Deferred Assessment"); and <br />Page 1 of 3 <br />To view the final document, access adopted Resolutions via Arden Hills Public Laserfiche Weblink by visiting <br />cityofardenhills.org and clicking on Archived Documents under Helpful Links on our main webpage. <br />
