Memorandum of Understanding <br /> <br />Mr. Creighton reviewed the Memorandum of <br />Understanding with the Commissioners. (See <br />attached. ) <br /> <br />After a discussion, Mr. Skelly moved, seconded by <br />: Mr. Sand, to approve the Memorandum of <br />Understanding with the inclusion of a letter to <br />the cable company indicating clarification of the <br />use of binding arbitration. The motion was <br />approved unanimously. <br /> <br />Mr. Sand wanted to compliment the cable company <br />and the Commission staff and legal counsel on <br />working together to establish an agreeable <br />document. Mr. Griffin also indicated the <br />Commission should be very proud of their legal <br />counsel and staff on pursuing the agreement. <br /> <br />B. Request for Loan of Channels and Relief from FM Bank <br />Franchise Requirement. <br /> <br />Ms. Wilson indicated the agreement codifies the . <br />prop~sal that was discussed at the prior Commission <br />meet1ng. (See attached.) <br /> <br />Mr. Skelly moved, seconded by Mr. Barlow, approval of <br />the Agreement Granting part-time use of Channel 53 to <br />Meredith Cable for programming of Bravo Channel and the <br />American Disabilities Channel. The'motion was approved <br />unanimously. <br /> <br />C. Municipal Grants <br /> <br />Ms. Wilson indicated that six applications were <br />received, and the recommendation from the Grants <br />Committee was included in the packet. The Commission <br />agreed that the money approved for the grant is subject <br />to the city having passed the resolution prior to the <br />deadline of the grant application. <br /> <br />Mr. Wallin moved, seconded by Mr. Johnston, approval <br />the awarding of grants to the following cities, subject <br />to the resolution requirements: Arden Hills-$3,OOO, <br />North Oaks-$3,OOO, Little Canada-$5,OOO, Mounds View- <br />$6,598.
