<br /> . . <br /> - REQUEST FOR PROPOSAL <br /> TRUNK BIGIIVAY 96 CONCEPT REPORT <br /> (Draft 12/19/94) <br /> INTRODUCTION <br /> Ramsey County and the Minnesota Department of Transportation (MnDOT) have <br /> negotiated the transfer of jurisdiction over Trunk Highvay (TH) 96 from State <br /> Trunk Highway 61 in Vhite Bear Lake to Old State Trunk Highway 8 (CSAH 77) in <br /> ~ New Brighton. This transfer represents the first of several trunk highway <br /> turnbacks identified in the functional consolidation of roadways plan for Ramsey <br /> - County. <br /> - <br /> ~ The 8.45 mile segment identified for turn back crosses seven communities; New <br /> I Brighton, Arden Hills, Shoreviev, Vadnais Heights, North Oaks, Vhite Bear Lake, <br /> and Vhite Bear Township. Trunk Highway 96 carries a functional designation of <br /> "A-minor'1 Arterial, serving as an important transportation link for the seven <br /> communities identified and surrounding areas. <br /> . <br /> . For several years there has been widespread interest in improving TH 96. <br /> However, within the context of overall state p'riorities, MnDOT was unable to <br /> . program or implement significant improvements. Eligibility for CSAH Turnback <br /> funds now provides the opportunity to identify and implement needed <br /> transportation improvements. Ramsey County has recently convened a TH 96 Task <br /> .., Force to identify issues, evaluate alternative solutions, and stage future <br /> improvement efforts. The scope of this effort will include consideration of the <br /> highvay's role in broader community needs as well as its traditional <br /> transportation function. The Task Force's work will be presented in the form of <br /> . a Concept Report to all affected municipalities for approval. The Repor t wi 11 <br /> serve as a guide for subsequent design and reconstruction/improvement efforts. <br /> Ramsey County staff will manage and facilitate the task force process. <br /> . Technical/engineering support services will be provided via a professional <br /> services contract. <br /> This Request for Proposal has been prepared to elicit information about <br /> I professional consulting services in the fields of transportation corridor <br /> studies and highway design. This information will provide a basis for <br /> contracting professional services in support of Concept Report development. An <br /> . optional Phase II provision is also included for the potential continuatiqn of <br /> professional services into final design as per staging recommendations in the <br /> Concept Report. <br /> I SCOPE OF PROJECT <br /> The Ramsey County Public Vorks Department is seeking proposals from consultants <br /> I with extensive experience in the area of transportation planning and <br /> engineering. The selected firm will work with the assistance and direction of <br /> Ramsey County staff and members of the TH 96 Task Force. The consultant role <br /> I viII focus on development of appropriate technical/engineering information to <br /> support development of conceptual recommendations for future TH 96 improvements. <br /> The completed work will be assembled into a Concept Report for submittal and <br /> -' <br /> I -L- <br /> -------- <br />
