An optional Phase II provision is <br /> also included to establish a basis for possible extension of professional <br /> services into final design. <br /> The TH 96 study area extends 8.45 miles in northern Ramsey County, directly <br /> impacting the communities of New Brighton, Arden Hills, Shoreview, Vadnais <br /> Heights, North Oaks, Yhite Bear Lake, and Yhite Bear Township (Figure 1). Its <br /> easterly and westerly termini are, respectively, State Trunk Highway 61 in the <br /> ~ City of Yhite Bear Lake and Old State Trunk Highway 8 (County State Aid Highway <br /> 77) in the City of New Brighton. In addition to numerous connections with local <br /> ~ and County streets (and TH 61 as noted), TH 96 intersects with Interstate <br /> ~ High~lays I-35E and I-35Y, US Highway 10, and State Trunk Highway 49. The north <br /> - side of TH 96 in the City of Arden Hills includes approximately 1.4 miles of <br /> . frontage along the Twin Cities Army Ammunition Plant site, now under study for <br /> alternative land uses. The highway alignement was established in the late <br /> I 1800's and currently functions as major east-west arterial. <br /> The focus of the TH 96 Concept Study will be on the segment westerly of Yhite <br /> I Bear Parkway (immediately east of I-35E). The segment to the east of Yhite Bear <br /> Parkway has been studied at length in recent years. Ramsey County, in <br /> cooperation with the City of Yhite Bear Lake and Yhite Bear Township, is <br /> I currently completing final design for the reconstruction of TH 96 between TH 61 <br /> and White Bear Parkway. Construction is scheduled to begin in 1995. The task <br /> force will have an opportunity to review design elements on this segment for <br /> possible application to other segments. <br /> 1- This project will identify and evaluate fundamental transportation and related <br /> community impacts/needs. It is critical the study address local/regional <br /> 1 planning and development efforts and seek to develop support and concensus among <br /> the seven communities. To that end, the consultant will be expected to have a <br /> strong working knowledge of local/regional transportation and land use issues. <br /> Concept study recommendations will address overall transportation system design, <br /> I related land use compatibility/impacts, and staging of identified improvements. <br /> York performed in support of this project will comply with all applicable <br /> I federal, state, and local statutes, regulations, guidelines and standards. <br /> This Request for Proposal (RFP) does not obligate Ramsey County to complete the <br /> I project. The County reserves the right to cancel the solicitation if such <br /> action is considered to be in its best interest. <br /> SCOPE OF SERVICES SOUGHT <br /> I The purpose of the project is set forth in the introduction and overall scope of <br /> project provided above. The overall objective is to complete a Concept Report <br /> 1 to guide and stage future improvements to TH 96. This report will be developed <br /> cooperatively with the Trunk Highway 96 Task Force, affected municipalities and <br /> other local, state, and regional agencies. <br /> I <br /> ~ <br /> 1 -L- <br /> ~ <br />
