EVALUATION <br /> The timetable for submission, evaluation, and award shall be as follows: <br /> . * Proposals Due - February 10, 1995, Noon <br /> * Oral Interviews - February 21, 1995 <br /> * Contract Award - March 21, 1995 <br /> . All proposals received by the deadline will be evaluated by a selection panel <br /> comprised of representatives familiar with local transportation issues and <br /> . needs. <br /> Oral interviews may be given to all proposers. If interviews are conducted they <br /> . will consist of a presentation by the proposer to the selection panel <br /> immediately followed by a question and answer session. <br /> Factors upon which proposals and interviews w~ll be judged shall include but not <br /> . be limited to the following: <br /> * Expressed understanding of project objectives and work tasks <br /> * Demonstrated understanding of local, regional, and state governments <br /> 1- * Firm qualifications - structure and organization, general background <br /> and reputation, readily available resources in personnel/experience/ <br /> information systems, including financial and technical resources, <br /> . compliance with public policy, and demonstrated competence and <br /> performance ability in architecture and urban design <br /> * Personnel qualifications - education, experience, and reputation of <br /> . staff members assigned to the project <br /> * Detail and quality of proposed work plan, schedule, and anticipated <br /> products <br /> * Detail and reasonableness of cost estimates, service charges, and <br /> . unitized billing rates <br /> * Quality of presentation - graphics, verbal skills, time management, <br /> responses to questions, etc. <br /> . Selection will be made based on the original proposals presented to the <br /> selection panel without negotiation with any proposer. <br /> .
