All sizes of communities are represented among <br /> the League's members (the largest nqnmember city has a population of 149) and each <br /> region of the state is represented. One of the most important purposes of the League - <br /> of Minnesota Cities is to serve as a vehicle for cities to define common problems and - <br /> develop policies and proposals to solve those problems. . <br /> The League has identified the following issues as priorities for action during the 1995 - <br /> legislative session. Specific League objectives are listed in bulleted text. - <br /> Unfunded mandates . <br /> . Oppose additional unfunded mandates, <br /> . IdentifY specific unfunded mandates and modifY or repeal those laws. \. <br /> . Pass legislation authorizing cities to not comply with unfunded mandates. <br /> Local Government Aid <br /> . Preserve the use of the implicit price deflator index to at least maintain LGA at a . <br /> constant, inflation-adjusted level. <br /> . Pass legislation which provides additional state resources for further increases in . <br /> LGA to reverse the rapid growth in the reliance on the property tax. <br /> Homestead Agricultural Credit Aid Growth . <br /> . Pass legislation reinstating the HACA household growth adjustment factor, and an <br /> inflationary adjustment factor similar to the LGA index. <br /> Transfers of LGA/HACA to Schools . <br /> . Ensure that any increase in the state's share of school revenues comes from sources <br /> other than further transfers from city property tax relief programs. . <br /> Growth Management and Annexation . <br /> Support legislation restricting urban development outside of city boundaries. <br /> . <br /> . Oppose legislation limiting city authority over services such as fire, sewer, and water that . <br /> are provided to township areas. <br /> .
