Winkel <br />, Public Works Superintendent <br /> City of Arden Hills <br /> 1450 West Highway 96 <br />, Arden Hills, MN 55112-5794 <br />, Dear Mr. Winkel: <br /> The purpose of this correspondence is to fonnally request permission from the City of Arden Hills <br />, to connect sanitary sewer and water services to the City's utility systems that will serve the Minnesota <br /> Anny National Guard (MNARNG) Combined Operations and Maintenance Facility (COMF) located <br />, on what is now the Twin Cities Anny Ammunition Plant (TCAAP) site, <br /> The MNARNG COJIAF is currently served by a sewer and water system that is operated by TCAAP <br />,. and its designated managers, The MNARNG was advised by TCAAP officials that they could not <br /> rely on the availability of sewer and/or water services at TCAAP or be assured of what the cost of <br /> those services might be in the future due to the declining utilization of buildings located on the <br />I TCAAP site. <br /> In September, 1993 MelchertlBlock Associates Inc. (MBA) prepared a study for MNARt'fG which <br />, described a possible connection to the City of Arden Hills utility system, In the preparation of the <br /> study engineers from MEA communicated with the City of Arden Hills officials and their consulting <br /> engineers as well as other State and County representatives, <br />, In October, 1994 MNARNG commissioned MEA to prepare final construction documents that would <br /> accomplish the utility connection to the City of Arden Hills, <br />, The impact of adding the MNARNG COMF to the City utility system will be minimal. For the past <br /> three years the COJIAF has used an average ofJO,OOO gallons of water per month. Based on a five <br />, day per week, eight hour per day operation the average daily contribution to the sanitary sewer <br /> system will be 1400 gallons, The average flow rate will be less than 3 gallons per minute, <br />, The wastewater generated by the COJIAF will be pumped via a four (4) inch diameter forcemain to <br /> an existing Arden Hills manhole, The new lift station will be designed to completely evacuate the <br />, capacity of the four (4) inch diameter forcemain during each pumping cycle. The pumping rate will <br /> be 125 to ] 50 gpm which will generate a velocity of3 to 4 fps, If the forcemain is connected to the <br />,. nearest City of Arden Hills manhole, the COJIAF wastewater will then flow to a City lift station which <br /> will pump the wastewater via an existing six (6) inch forcemain to a manhole approximately 400 feet <br />, 367 EAST KELLOGG BLVD. .
