The results of the additional research follows, <br />I- SPECIAL USE PERMIT <br /> Permanent Special Use Permit - Case No, 78-5 (Attaclunent 1) lists the conditions placed on <br />I Bethel College by the City of Arden Hills, Condition 7 states: <br /> "Site coverage of buildings, drives, parking, walks, and other surfaced areas <br />I shall not exceed twenty-five percent (25%) of the buildable (non-water) area of <br /> the campus. (Approximately fifteen percent (15%) is now covered,)" <br /> IMPERVIOUS AREA <br />I Confusion arose at the November 28 meeting because of Bethel College's claim that 15 <br /> percent of the campus area is currently composed of impervious surface. This claim was <br />I presented in my September 27, 1994, letter. The purpose of the claimed impervious area <br /> was to illustrate the inappropriateness of charging Bethel College as if it is a business or <br /> industrial development with a 70 to 80 percent impervious area. <br />I The Special Use Permit stated that approximately 15 percent of the campus was covered by <br /> impervious areas in 1978. Given the amount of development on the campus since 1978, <br />I there appeared to be reasonable doubt as to the accuracy ofthe claimed current amount of <br /> impervious area within the Bethel College campus, Bethel College and its representative <br /> were not aware of the basis of the 1978 impervious area and therefore could not respond to <br />I the issue at the November 28 Council meeting. <br />I- <br />I ~ <br /> .
