BARTON-ASCHMAN ASSOCIATES, INC. <br /> January 4, 1995 <br />I Page 2 <br />I AERIAL PHOTOGRAPHS <br /> To resolve the confusion, aerial photographs from 1980 and 1991 for the Bethel College <br />I campus were purchased from the Ramsey County surveyor (see Invoice Number 243, <br /> Attachment 2), The aerial photographs are also included with this submittal but their <br /> return is requested, It should be noted that aerial photographs from 1978 for the Bethel <br />I College campus are not available. <br /> Precise measurement of impervious areas was undertaken from these aerial photographs. <br />I Construction plans were utilized to determine the impervious areas of projects completed <br /> since 1991, <br /> Attachment 3 lists the results of these measurements, Attachment 4 is an overall campus <br />I map for reference, <br /> AREA COMPARISONS <br />I The measurements did indicate that the amount of impervious area on the campus increased <br />I- from 22,0 acres in 1980 to 27,7 acres in 1994, Attachment 3 also provides a summary of the <br /> area comparisons, <br /> The Arden Hills SWM utility fees are based on total campus area with the area of Valentine <br />I Lake subtracted out. Therefore, this area, 160.14 acres, was utilized to calculate the <br /> percent of impervious area in the SWM utility fee appeal. The results are: <br />I .lll.8.Q .lIDM. <br /> 13,7 percent impervious area 17,3 percent impervious area <br />I (based on 160,14 total acres) <br /> SUMMARY AND CONCLUSION <br />I Bethel College appreciates the cooperative relationship it has enjoyed with the City of Arden <br /> Hills. We sincerely regret any negative change in that relationship that may have developed <br /> from the confusion surrounding the issues raised at the November 28,1994, Council <br />I meeting. We trust that this letter and attachments have allowed for an accurate comparison <br /> of impervious areas within the campus between 1980 and 1994, There was no deliberate <br /> attempt by Bethel College or its representative to mislead the City of Arden Hills in our <br />I September 27, 1994, SWM utility fee appeal letter, <br /> However, this analysis has confirmed and reinforced the validity of our SWM utility fee <br />I appeal. The amount of storm water runoff from the Bethel College campus is and will <br /> remain comparable to the Single Family Residential (R-1) land use rather than the Limited <br />l- and General Business land use upon which Bethel College's SWM utility fees are based, <br />I <br />
