I , , .. The applicant is before the Council on this agenda for a concept review of , the planned unit development. This concept review does not require a -, public hearing or that notices be sent to any other property owners. The notices sent to the property owners within 350 feet were for the Wednesday, March 1 st meeting where the formal PUD will be addressed , by the Planning Commission. This notice was given in anticipation of the Council approving in concept of this plan. c. Planninl! Case #95-7 - Attorney Filla has reviewed the comments made , by the Planning Commission as to the requirement for a variance to the nonconforming use section of the ordinance. He has responded by , confirming this variance is required under ordinance. d. National Guard Water/Sewer Connection Reauest , The National Guard has submitted a formal request to connect to the municipal water and sewer lines. This connection is critical to the Guard as TCAAP will no longer be providing these services. Staff is requesting , approval of the concept plan which locates these connections and permission to negotiate the connection agreement. e. Sanitary Sewer Study , Public Works Superintendent Winkel is recommending that a Sanitary Sewer Master Plan be prepared in 1995. The estimated cost of this project ., is $15,000. Staff is recommending that M.S.A. be authorized to prepare this plan. , f. TCAAP Reauest for Pro\)osals The Council should review the scope of services to be requested as part of , the proposals. Staff is expecting upon approval of the RFP, the project will proceed on the schedule included in the 2/21/95 memorandum. " Resolution #95-18 , ,,' This resolution is in response to several amendments to municipal ordinances required by the Metropolitan Council. There are no immediate , changes being made. This is simply an interim step to ensure the Met Council of the City's plans to address these items. 5. Administrator Comments . A number of handout items are included for Council review and general information. a. A 2/23/95 memo from Cindy Walsh. explaining the status of the research . on the Old Snelling Avenue Park site. Staff would recommend spending . the additional funds to resolve the reuse and ownership question. b. A 2/22/95 letter from James Sommerfeld, expressing concerns about the ..
