TO: Mayor and City Council <br /> I FROM: Brian Fritsinger, City AdministratOl(~) <br /> SUBJECT: Resolution #95-18 , <br /> I In early 1993 the Metropolitan Council required local governments adopt an "Interim Strategy to <br /> . Reduce Nonpoint Pollution", In essence, what the Met Council requires of each local <br /> government unit is the following: <br /> . The adoption of an amendment to its Comprehensive Plan indicating that the City <br /> . will apply National Urban Runoff Program (NURP) standards in the design of <br /> new stormwater retention ponds and the MPCA's urban best management <br /> . practices when reviewing any proposed development in the City, <br /> . The adoption of amendment (s) to the City's land use control ordinances reflecting <br /> .e the essence of the plan amendments (ie: the NURP standard will be used for <br /> designing new stormwater ponds and that MPCA's urban best management <br /> practices found in the publication "Protecting Water Quality in Urban Areas" will <br /> I be followed in designing and approving new development plans in the City, <br /> . The adoption of an amendment to the City's Stormwater Management Plan <br /> I consistent with the plans and requirements of the local Watershed Management <br /> Organization (WMO) adding language about the NURP standards and best <br /> . management practices noted above, <br /> . Revision of the City's shoreland management ordinance consistent with the new <br /> . DNR shoreland requirements, <br /> Because the City has not yet adopted these amendments, the Met Council has provided model <br /> . language that the City needs to adopt, which indicates that the City will adopt the requisite land <br /> use controls consistent with the plan amendment by a certain date, This model language is <br /> included in the resolution, <br /> I Staff has begun reviewing these documents to determine what, if any, changes are required, Any <br /> changes which are found to be necessary will be completed no later than September 30, 1995, <br /> . Recommendation <br /> .- Staffrecornmends the approval of Resolution No, 95-18, <br /> . <br /> . <br /> - <br />
